On 25 May, Ukraine celebrates the Day of the State Service of Special Communications and Information Protection, marking the 20th anniversary of the agency’s founding. Brigadier General Oleksandr Potii, Chairman of the State Service of Special Communications and Information Protection of Ukraine (SSSCIP), highlighted key milestones and extended his congratulations to the personnel.
“Dear servicemembers and civilian staff. Today is a special day for each of us. I congratulate all our personnel on SSSCIP Day and the 20th anniversary of the State Service of Special Communications and Information Protection of Ukraine!
In keeping with tradition, as we review and assess our work, we can confidently say we have much to be proud of.
Today, the SSSCIP is an indispensable and powerful component of Ukraine’s Security and Defence Forces. We ensure reliable government communications, protect the resilience of critical infrastructure, secure our cyberspace, develop the state’s technological capabilities, defend Ukrainian soil, and defeat the enemy on the front lines.
We have carried out extensive, fundamental work to establish a next-generation cybersecurity system in our country, adopting a series of vital regulatory acts, most notably the Law of Ukraine No. 4336-IX.
The Computer Emergency Response Team of Ukraine (CERT-UA), operating under the SSSCIP, has processed more than 15,000 cyber incidents since the start of Russia’s full-scale invasion alone.
We have also begun deploying a network of regional cybersecurity centres that combine a Security Operations Centre (SOC), a Computer Security Incident Response Team (CSIRT), and training and qualification hubs.
In the field of information protection, the SSSCIP introduced a transition to a modern security authorisation model to replace the outdated Comprehensive Information Protection System (CIPS), representing a major step toward strengthening Ukraine’s defence capabilities. We have also done substantial work in countering technical intelligence.
Additionally, our Service has significantly boosted the capacity of the National Backup Centre for State Information Resources.
Throughout the full-scale war, we have established the legal framework for the national critical infrastructure protection system, creating and actively populating the Registry of Critical Infrastructure Facilities.
Since 2022, SSSCIP specialists have secured at least 900,000 encrypted connections for senior state officials and military-political leadership. We have also provided over 19,000 electronic communication services, notably for the Armed Forces of Ukraine, while our state couriers delivered nearly 8 million pieces of vital official correspondence.
I would like to place special emphasis today on developing our human capital. Our Institute of Special Communications and Information Protection at the Igor Sikorsky Kyiv Polytechnic Institute has trained over 2,000 highly skilled officers for various branches of Ukraine’s security and defence sector. In addition, the State Scientific Research Institute of Cybersecurity Technologies launched Ukraine’s first Qualification Centre to implement a modern system of professional certification for cyber specialists.
In recent years, we have also forged strong partnerships with government agencies, the security and defence sector, private businesses, and international partners. We are deeply grateful for their unwavering support and remain open to future cooperation.
Of course, this is only a fraction of what we have achieved through our joint efforts.
Behind every single achievement are professional, motivated, and goal-oriented people: our servicemembers, civilian specialists, researchers, engineers, and educators. Thank you to each and every one of you.
Today, we also remember with heavy hearts our fallen comrades who gave their lives defending Ukraine. Each of them will remain in our hearts and our memories forever.
